President Arroyo, who is also commander-in-chief of the Armed Forces of the Philippines, reportedly approved the order Thursday night. While martial law is in effect, Col. Leo Cresente Ferrer, Philippine Army’s 601st Infantry Brigade acting commander, will take over from Maguindanao Gov.
